政策不确定性、投资风险感知与内陆风电开发绩效

Abstract
在“双碳”目标持续推进的背景下,内陆地区风电开发已成为我国新能源布局的重要增 长点。本文以江西省为研究对象,构建技术—组织—环境—社会(TOE- S)分析框架,系统检验政策不确定性对内陆风电开发绩效的影响机制。研究发现：政 策不确定性对风电开发绩效存在显著负向影响；投资风险感知发挥中介作用；技术 锁定正向调节二者的负向关系。基于此,本文从增强政策稳定性、化解投资风险感知 、突破技术锁定等方面构建适应性治理路径。
