哥伦比亚PPP项目的强监管特征及项目治理挑战

Abstract
哥伦比亚在近二十年的公路基础设施开发过程中逐步形成并完善了具备显著国别特 征的强监管式PPP项目模式,来自业主、监理、融资银行等多方位全周期的强监管特 征一方面是PPP模式内部风险覆盖的必然必要机制,弥补了PPP模式合同本身不完全性 及项目实施多层级委托代理结构的风险溢出；另一方面,对于以中资企业组建的项目 公司和承包商来说,哥伦比亚PPP模式的强监管特质对项目管理构成了强约束,限制了 项目执行的灵活性与效率的边界,系统性风险也在合同链条间传递并转移。
