政策视角下欧盟数字教育构建路径及中国启示

Abstract
数字技术正在以惊人的速度改变世界,并正改变人们生活、工作和学习方式。数字教育的发展对我国教育发展和创新有着深刻的影响,国家对数字教育高度重视正在重塑我国教育格局。本文结合欧盟近年来在数字技术以及数字教育方面的发展,在面临数字技术变革采取的措施和应对策略展开研究。采用政策文本分析,系统梳理了欧盟《2021-2027年数字教育行动计划》等相关政策框架,从提供资金、政策支持、完善基建、技能培训、平台搭建等五个方面提炼相关实践经验。结合以上方面为我国数字教育发展提供相关的理论参考。
