Born in 1960 in Shucheng County, Anhui Province. In the second year of high school, he was selected as an actor in Shucheng Opera Troupe. Four years later, he was admitted to Tongling College (formerly Tongling Teachers College). In 1983, he began to serve as a middle school English teacher. He studied for a master's degree from 1989 to 1992 and a doctoral degree from 1993 to 1997, under the tutelage of Professor Gu Mingyuan. He has worked at Beijing Normal University since 1992 and was promoted to Professor of Education in 2004. During the period, he was a senior visiting scholar at the University of Pittsburgh and a Tian Jiabing scholar at the University of Hong Kong.
He is currently a professor and doctoral supervisor of the Higher Education Research Institute of Beijing Normal University, a member of the 4th Academic Committee of the Chinese Higher Education Society, a guest associate editor of Chongqing Higher Education Research and a member of several magazines, the 4th Thousand Talents Program of Qinghai Province Outstanding talent. Served as the deputy dean of the School of Education and Management of Beijing Normal University, the director of the International Exchange and Cooperation Office of Beijing Normal University, the director of the Hong Kong, Macao and Taiwan Affairs Office of Beijing Normal University, the vice chairman of the Intelligence Introduction Branch of the Chinese Higher Education Society, the executive director and the vice President of the Beijing Institute of Foreign Economics and Trade. Standing Director of Higher Education Credit Association and Institutional Research Branch, Senior Adviser to the Director of the Macao Education and Youth Bureau, Executive Deputy Dean of the National Education Examination and Evaluation Institute of Beijing Normal University and the Institute of Higher Education, Beijing Normal University Dean, head of the foreign affairs expert group of the Faculty of Education of Beijing Normal University, and director of the first and second board of directors of Beijing Normal University-Hong Kong Baptist University United International College.
