社会生态系统管理的弹性思维

Abstract
作为复杂适应系统的社会生态系统（social-ecological system，SES），如果不主动采取措施和提高学习能力以适应变化都可能遭受致命的打击，从而导致系统机能衰退甚至崩溃，因此，如何应对各种不可预测的变化，通过提高学习能力保持或增强自身的适应性，成为学界亟待解决的重要问题之一。弹性以及弹性思维正是在这一背景下“临危受命”的。弹性强调社会生态系统具有的应对外来干扰的缓冲能力的强弱。弹性思维的核心是“事物皆在变化”，它强调以系统弹性为着眼点的管理能力，是一种创新的系统思维，是可持续发展管理的理论基础。准确地把握社会生态系统的弹性概念内涵对增强系统的弹性适应能力具有重要的指导意义，也为适应性共同管理打下坚实的基础。目前弹性战略已成为社会生态系统管理者的行动方针，弹性治理的创新治理方式也被管理者提上了议程。
